The contact is resolved before anything is sent
You say a name; a resolution step ranks your existing conversations by most recent exchange and falls back to contacts. Only an exact conversation reaches the send action. Two Adas means nothing is sent and you are asked which — a refusal rather than a guess, because a WhatsApp to the wrong person cannot be unsent.

Reply in the thread rather than start a new one
If a conversation exists, the message goes there, where your correspondent expects it. Starting a fresh one splits the history and reads as though you forgot the previous exchange — and on WhatsApp it also counts against the new-conversation budget.
Twenty new conversations a day
Starting a brand new chat is the action that gets numbers reported, so it is capped at twenty per day per account, spaced fifteen seconds apart, with an explicit error at the ceiling. Replies inside existing conversations are unrestricted, because that is what a normal account does all day.
An ambiguous failure is not retried
A send that times out may or may not have arrived. Retrying is how people send twice. The conversation is read back to check whether the message is there, and the result is reported rather than assumed — the single most valuable rule when something else writes on your behalf.
Check the thread before you send
The better prompt is read the conversation, then answer: it stops the assistant repeating a reminder you already sent from your phone this morning. Reading costs nothing and it is the difference between a message that fits and one that annoys.
Write it in your own register
A message from your number reads as you, so a polished corporate sentence is conspicuous. Tell the agent how you write — short, no greeting, first names — or give it the last few messages of the thread as the model. The draft it produces should be one you would have typed, not one that announces it was generated.
